Obese children are more likely to become obese adults and develop chronic conditions such as diabetes and heart disease. Over one-in-four New Mexico adults 45 years and older have been diagnosed with two or more chronic diseases.</div>

To better understand the extent of childhood obesity, the Department of Health established a statewide surveillance system in 2010 to monitor childhood obesity prevalence over time, identify at-risk populations, guide state and local prevention efforts, increase public awareness, and inform appropriate resource allocation.
Healthy Children Healthy Communities was launched in 2011 to address childhood obesity by working directly with local communities to increase healthy eating and active living opportunities for elementary school-age and preschool children throughout the state. Initially, Health Children Healthy Communities served 15 New Mexico counties and 5 pueblos. As of 2018, the program serves 13 NM counties and 3 pueblos.</div>

It is important to emphasize that HEIA is focused on the identification of unintended positive and negative impacts – not the intended benefits of the planned policy, program, or initiative.<p></p>\
Read about the difference between an <em>intended</em> and <em>unintended</em> consequences.
<div class="boxed2">Consider, for example, the intended goal of a state-wide diabetes prevention and management program. Imagine the intended goal of the program is to reduce the incidence rate of diabetes and improve care and health management for those with diabetes. The unintended consequence of an operational decision to only provide this program online may be that it excludes those who have no Internet access, having a potential inequitable impact on the health of those groups. A further impact is that those who may already be vulnerable and at risk of poorer health will be disproportionately affected and thus further marginalized – an unintended consequence contravening the intended goals of the program, which is state-wide improvements in diabetes incidence rates and care.</div>
